三峡工程是举世闻名,倍爱世人关注的跨世纪工程。2008年三峡大坝蓄水,江水流速将大大减缓,长江的自净能力下降,污染物的环境容量急剧下降,库区水资源的污染程度将不断增加。三峡工程的生命力不仅仅决定于三峡工程本身的工程质量,最终决定于三峡库区的生态环境质量。库区的环境质量越高,三峡工程的使用寿命就越长,库区的环境质量越差,三峡工程的使用寿命就越短。三峡库区水资源污染问题是三峡工程寿命周期的致命因素。应高度重视三峡库区水资源污染问题,尽快制定三峡库区水资源保护制度,加大库区水资源保护资金的投入,完善库区水污染治理机制。 |

The Three Gorges Dam Project is a transcentury project that has aroused world atten-tion. It is expected that when the Dam begins storing water, the flow velocity of the Yangtze River will be slowed down greatly and the self-purification ability of the river will decline. As a consequence, the pollution degree of the water resources will be constantly aggravated. The vitality of the Three Gorges Project depends not only on the engineering quality of the project but eventually on the eco-environrnental quality of the Three Gorges Reservoir area. The problem of the water resources pollution of the reservoir area is a fatal factor of the life-span of the project. The higher the environmental quality of the reservoir area, the longer the operational life-span of the project, and vice versa. Therefore, the problem concerning water resources pollution in the Three Gorges Reservoir area should be attached much attention. Regulations on water resources protection of the reservior area should be formulated and financial input on water resources protection should be intensified so as to perfect water pollution control mechanism of the area. |
