国外大型科研仪器设备共享措施研究及启示

大型科研仪器设备是科技基础条件资源的重要组成部分之一,是科技进步和创新的基础。我国大型科研仪器设备开放共享平台的建设已相对完善,效果已初步显现,但仍存在考核方式相对单一、收费标准未体现用户差异性、经费支配自主权受限等问题。经过调研可知目前已有多个国家制定了科研仪器设备开放共享的相关法律法规,资助科研仪器设备研发、采购、审批和管理的机构除制定相关资产管理规定外,还会设立一定的仪器设备开放共享计划或项目,积极建设共享平台并采用市场激励机制调动开放共享积极性,通过培训用户独立使用仪器设备提高利用率。为提升大型科研仪器设备对创新的支撑作用,我国可通过法律法规的规范、项目经费的倾斜支持、分类管理分类收费、建立有效培训机制等手段促进其开放共享。 |

Large-scale scientific instruments and equipment is one of the important components of scientific resources,playing a crucial role in scientific and technological progress and innovation. The open sharing platform for large-scale scientific research instruments and equipment has been constructed relatively well in China,which effect has been preliminarily shown. However, there are still some problems such as relatively simple assessment methods,unsatisfactory charging standards, and limited autonomy of funding. Based on the results of investigation,we can find that many countries have formulated relevant laws and regulations on the open sharing of scientific research instruments and equipment. In addition to formulating relevant asset management regulations, institutions subsidizing the research & development,purchase, approval and management of scientific research instruments and equipment will also establish certain plans or projects for the open sharing of instruments and equipment, construction of the sharing platform,use of market incentive mechanism as well as providing the training for users to mobilize the open sharing efficiency. In order to enhance the supporting role of large-scale scientific research instruments and equipment for innovation,we can promote its open sharing through the regulation of laws and regulations, the inclined support of project funds, the classification management and fees, and the establishment of effective training mechanism. |
