科技基础设施兼具科学、技术与工程性,因此路线图的规划方法对其非常适用且行之有效。本文通过分析澳大利亚2016年路线图的制定方法、过程和内容,深入研究了澳大利亚发展重大科技基础设施规划的思路和做法,并剖析了澳大利亚设施路线图的重要制定原则、组织模式、项目遴选程序、重要管理观点以及政府对于路线图的响应等多个方面,最后提出针对我国重大科技基础设施发展规划制定工作的几点启示。 |

As research infrastructures integrates scientific,technical and engineering features,roadmaps can be used to guide the planning and construction of research infrastructures. By analyzing the development approaches,processes,and the contents of Australia’s 2016 National Research Infrastructure Roadmap,this paper studies the way Australia plans and establishes its key research infrastructures. Specifically,this paper focuses on the roadmap’s core principles,organization methods,proposal selection,governance,government responses and so forth. Finally,the paper offers several insights on China’s establishment of national research infrastructure as a reference. |
