低碳经济发展水平的国内差异与国际差距评价
China's Low-Carbon Economic Development: An Inter-Provincial and International Comparison

文摘 从<<联合国气候变化框架公约>>签署到<<京都议定书>>生效, 再到哥本哈根艰难谈判, 关于发展权与排放权的讨论不断升级, 催生了低碳经济发展理念. 作为世界排放大国和最大的发展中国家, 中国各地低碳经济发展水平如何, 有必要加以全面认识. 基于此, 本文设计了低碳经济发展水平评价指标体系, 采用层析分析法在省域层面进行综合评价, 并选取一些关键性指标与国外进行了对比分析, 结果显示: ①我国地区低碳发展水平整体呈逐步增加的趋势; ②地区低碳经济发展水平差异大, 总体呈"东高西低""、南高北低""、局部跳跃"的格局; ③但与发达国家相比, 我国低碳经济发展水平还存在较大差距. 为此, 今后我国在保持经济持续快速发展的同时, 要逐步加强低碳排放的管理、控制和引导, 通过转变经济发展模式、加大科技投入、引导消费行为、优化能源结构、增加碳汇资源、加大中西部地区的低碳支持, 增强低碳经济发展能力和区域协调
其他语种文摘 Since the United Nations Framework Convention on Climate Change was signed,the Kyoto Protocol has come into effect.The tough negotiation in Copenhagen and the discussion about the rights of development and emissions have escalated,which gave birth to the idea of low-carbon economic development.As one of the leading emitters and the largest developing country in the world,it is necessary for China to fully recognize the capacity of low-carbon economic development over its various areas.On the basis of the connotation of low-carbon economy,the authors designed an index system of evaluating the level of low-carbon economic development,which involves one target layer,five rule layers,and nineteen index layers.Based on the evaluation index system and collected data,we comprehensively evaluated the level of low-carbon economic development at provincial scale in China using the Analytic Hierarchy Process(AHP)method.Meanwhile,we compared and contrasted some key indicators with that of other countries.Results show that:1)the level of low-carbon economic development at China's provincial scale gradually increases except for Guizhou and Yunnan Provinces.Other provinces show varying increasing rates;2)the level of low-carbon economic development varies with province.From the perspective of spatial variation,the index level shows a gradually decreasing trend from southeastern coastal areas to the north;and 3)compared with developed countries,the level of low-carbon economic development in China is relatively low,especially a few key indicators.For example,the carbon productivity is less than Swiss's 1/20,energy consumption per unit of GDP is 8.47 times of Swiss,per capita emissions is Australia's 1/5,and unit of GDP SO2 emissions intensity is more than 100 times of Swiss.In addition to maintaining a rapid development of economy,we will strengthen management,control,and guidance of carbon emissions in an all-round way,reinforce the capacity of low-carbon economic development by transforming the economic development mode,increase investments in science and technology, guide consumption behavior,optimize energy structure,and increase carbon resources.At the same time,we will increase aid to the low-carbon economic development of the Midwest and enhance the coordinated capacity of regional low-carbon economic development capability.Regarding major energy producers,especially coal and oil origins,some measures should be taken,e.g., further developing resource industries,actively extending resource industry chains,increasing resource added value of products,and enhancing the economic strength of energy production areas
