中国水环境容量紧缺度与区域功能的相互作用

文摘 水环境容量是制约区域社会、经济和环境功能的重要因素.本文在分析我国各地区水环境容量空间分布及其紧缺度的基础上,揭示水环境容量紧缺度指数与区域功能之间的关系,旨在为中国水环境容量合理利用和区域功能发展提供依据.研究结果表明:①中国水环境容量具有明显的空间分异性,呈现从东南沿海向西部内陆逐渐递减的态势;②各省(市)水环境容量紧缺度差异明显,除天津、上海、宁夏等少数省市水环境容量高度紧缺外,其余省(市)均有水环境容量剩余;③区域社会、经济功能的众多因子与区域水环境容量紧缺度之间存在极显著或显著正相关关系,这表明区域社会、经济功能随其水环境容量增加而增强,但社会、经济功能增强的同时,随之增加的生活和工业耗水量、工业废水排放量、污染物排放量会降低区域生态功能和水环境容量,增加其水环境容量紧缺度.
其他语种文摘 Water environment capacity is an important factor in restricting sustainable development of regional society, economy and environment, when sustainable development strategy was made, carrying capacity of water environment must be fully considered so as to ensure coordinative development of economy and water environment can be achieved. And the total amount control of water pollutants based on the water environmental capacity theory is the trend of water pollution control. With the rapid development of society and economy, the water pollution problem is becoming increasingly serious in many developing countries. So, it is theoretically and practically significant to study the water environmental capacity and controlling measures of the total amount pollutants discharge among regions in china. Based on the analysis of spatial distribution, utilization and scarcity index of water environment capacity, the interactions between scarcity index of water environment capacity and regional functions were revealed in order to provide theoretical and technical guidance in scientific utilization and development of water environment capacity and developing regional functions in china, the main conclusions were as follows: 1) Water environment capacity showed clearly diversity among provinces or cities in china, and it gradually decreasing from southeast coast to west inland;2) The water environmental capacity and its scarcity degree were obviously different among districts. Except few provinces or cities, such as Tianjin, Shanghai, Ningxia and so on, which water environmental capacity were utilized overloaded or oncoming overloading, there are huge amount of available water environment capacity in the others provinces or cities; 3) There existed extreme or significant positive relationship between scarcity degree of water environment capacity and many regional social and economic function indexes respectively. It indicated that regional social and economic functions are enhancing with the increase of its water environment capacity, while, the accompanying increase of living and industrial water consumption, emissions of industrial sewage and pollutants would reduce regional ecological functions and water environment capacity, and increase its scarcity degree of water environment capacity in the end.
