区划是揭示自然、社会、经济等客现存在的空间分布规律的重要工具.近半个世纪里,中国功能区划的发展与国家面临与关注的核心问题有明显的响应-驱动关联.伴随国家发展的核心问题从温饱问题、经济发展、生态环境问题到人与自然的全面协调发展的演变,功能区划研究视角逐步从农业系统、经济系统、生态环境系统拓展到人地复合系统.现有功能区划或难以完全覆盖人地复合系统的各个维度,或难以完全覆盖地域单元的多功能性,无法满足国家可持续发展战略决策的需要.鉴于国家可持续发展格局是可以预知的,研究呼吁开展国家可持续发展功能区划研究.国家可持续发展功能区就是那些在社会-经济-环境复合系统上享有相似特征与发展模式的地理空间单元,这些功能区既能揭示国家或区域的亚地理单元及其组分空间单元的实际的或潜在可持续发展位,又能揭示国家可持续发展的宏观蓝图.与已有功能区划相比,可持续发展功能区划最突出之处是在区划的过程中以平等与协调的方式将社会、经济与自然系统有机地关联起来.国家可持续发展功能区划的过程就是确定区域在国家可持续发展层级系统中的"地位"与角色及其与其他地理空间单元相互联系的过程.作为功能区划家族的新成员,目前可持续发展功能区划无论在理论上还是方法上均面临一系列的挑战,其中最基础、最具有挑战性的任务是科学、全面地揭示国家整体可持续发展的空间作用机制与规律. |

Spatial zoning is an important tool of describing of the spatial distributions and patterns of some subjective entity such as the natural, social, and economical systems. In the past 50 years or so, the formation and development of functional zoning in China is obviously driven by the changes of the development issues China encountered. As the core development issues changed from food and clothing, economical development, ecological and environmental safety to the coordinated development of man and nature, the perspective of functional zoning in China extended from agricultural system, social economy, ecosystem, environmental quality system to man-natural coupled system correspondingly. Existent functional zoning tools fails to cover all the three dimensions of man-land system, or to take into account of the multiple functionality of the defined system, resulting in their weakness and limitation in supporting national sustainable development orientated policy-making. Based on the possibility of precognition of the spatial pattern of national sustainable development, the paper appealed the commencement of functional zoning of national sustainable development. Functional zones of sustainable development are geographic areas that share similar characteristics in the social, economical and natural dimensions of man and natural integrated system and in the development models in a defined nation or region, which define the actual or potential sustainable development niches of its sub-regions and their daughter sub-regions in and blueprint the spatial pattern of the national and regional sustainable development. The greatest difference between the now and existent functional zones is that the new type of functional zoning links social and economic systems with natural system together in a balanced and coordinated way. The process of functional zoning of sustainable development for a nation is the process of identifying and ascertaining the 'positions' or roles of its constituted spatial regions and their interrelations to their mother, sister and daughter regions in the nested hierarchical system of national sustainable development. As the new member in the academic field of functional zoning family, sustainable development based functional zoning highly requires both theoretical and methodological innovations, among which the most basic and challenged one is how to scientifically and roundly reveal the spatial mechanisms and rules of national sustainable development. |
