区域空间的多功能利用是应对土地资源短缺、实现区域合理分工的重要途径.土地多功能协调利用是区域空间多功能利用的基础.本文回顾了在近60年来的发展过程中,我国对区域土地空间功能的利用从无意识到有意识、从单一功能到多功能综合利用的演变过程:①论述了1949年以来,我国在不同的区域发展战略下区域空间功能格局的演变过程;②总结了我国土地空间利用从以农牧业生产为主的单一土地利用向工业和城镇建设用地不断增大的多功能利用演变,从突出生产功能向注重"生产、生态、生活"功能一体化的发展方向转变的特征;③对我国各阶段的空间功能格局的区域发展效应进行了评价,指出长期对单一经济功能的追求导致了区域发展过程中对土地其他功能的忽视.造成了生态环境破坏、资源浪费、区域间的恶性竞争和专业化分工的缺失;④指出积极促进区域空间的多功能协调利用是中国在土地资源不足的情况下,应对经济全球化背景中日趋激烈的国际竞争,实现区域可持续发展的必然选择. |

The multifunctional use of regional space is an important way to ease the shortage of land resources, and to arrange regional industry rationally. The multifunctional and harmonious land use is the base of multifunctional use of regional space. This paper aimed to review the evolution of spatial function of regional land use in China in the last 60 years. The utilization has progressed from random to considerate, from single-purpose to multifunction. First, this paper discussed the evolution of regional development strategies and their influences on the change of spatial function in China since 1949. Second, two evolutional characteristics of land use in China were concluded: 1) land use has developed from single-purpose utilization, which took agricultural and animal husbandary production as major land use, to multifunctional use with expanding scales of industrial and urban land use; 2) the concept of land use has converted from focusing on production function to laying emphasis on the integrative development of production, ecological and living functions. Then, upon an evaluation of the effects of spatial function patterns upon regional development in different phases of China, we pointed out that persistent pursuit of single-purpose economic function brought about destruction of ecological environment, resources waste, vicious competitions between regoins and the absence of specialized division..In the last part of the paper, we concluded that coordinated multifunction use of regional space would be an inevitable choice to face the situation of land resource shortage and increasingly fierce international competition in the background of economic globalization and to realize regional sustainable development. |
