中国水生外来入侵物种对策研究

中国有很多独特的水生物种和水生态系统，由于水产养殖的发展，通过水产养殖引种和其他途径，自国外和国内不同区域引进了大量水生外来物种，目前大约有129种，这些水生外来物种破坏了当地特有的水生态系统，威胁当地特有的水生物种，造成日益严重的环境问题，最典型的是中国云南省，引进外来鱼类达34种，严重威胁了本地土著鱼类。现有法律法规中对外来水生物种的管理规定还不具体，仅有原则规定，如《渔业法》第16条规定：水产苗种的进口、出口由国务院渔业行政主管部门或者省、自治区、直辖市人民政府渔业行政主管部门审批，《海洋环境保护法》第25条规定：引进海洋动植物物种，应当进行科学论证，避免对海洋生态系统造成危害。本文描述现有的管理和法规体系，介绍中国海洋、淡水水生生态系统中外来入侵物种基本情况，介绍水生生态系统中外来人侵物种的种类、影响等内容；我国海洋与淡水外来物种的主要来源是水产养殖引种，其次是夹带或观赏引进的。由于引种只侧重于生产上的经济价值，忽略其生态危害，加之外来种的管理不完善，导致外来物种逃逸到自然环境中，产生了严重的生态和环境灾害。针对这些问题，本文提出了我国外来人侵物种的防治对策，包括：（1）完善海洋与淡水外来物种管理的法律法规，加强监督管理；（2）建立海洋与淡水外来物种风险评估程序与制度；（3）加强动植物检疫工作；（4）明确相关国内管理主体和法律责任，分工合作；（5）开展国际社会合作，控制入侵物种；（6）加大科技投入，提高能力；（7）加强宣传教育，提高公众意识。 |

China has a lot of endemic aquatic species and ecology systems, as development of aquacuhure in China, many aquatic alien invasive species, about 129, were introduced from other countries or regions by introducing aquaculture species and other methods. Now some aquatic alien species have become a serious environmental issue and damage local aquatic ecosystem and species throughout China. The typical region was Yunnan Province, about 34 fish species were introduced and threatened the endemic fish seriously. There are not concretely law and regulation on aquatic alien invasive species in China, only principles prescribe. According to ＂Law of Fishery, China＂, article 1, import and export aquatic seeding must be approved by Fisheries Agency, State Department or fisheries agency of province government. ＂Law of Marine Environment Protection, China＂, article 25： Introducing marine fauna and flora species should implement scientific assessment and avoid damaging marine ecology system. China management and regulation system, situations, description and impacts of aquatic alien are described. The key ＂channel＂ of aquatic Mien invasive species in China is introduction of aquaculture species. Other ways were taken as pet for entertainment or through commodity and transportation facilities. As species introduction pay more attention on economic value, neglect the impact on ecology and can not manage well, many aquatic Mien invasive species release to natural surrounding and generate ecological and environmental disaster seriously. Some strategies are suggested as follows： （1）consummate law and regulation on aquatic Mien invasive （4）distinguish key management authority and responsibility in China, cooperation and dividing the work; （5） develop international cooperation, control aquatic Mien invasive species; （6） process research input and enhance capability building; （7） advance education and public awareness. |
