Construction strategy of the energy and heavy/chemical industrial base in contiguous area of Shaanxi-Gansu-Ningxia

陕甘宁接壤区具有建设能源重化工基地的资源基础和良好的外部环境。本文认为基地建设应当实施“大规模、高技术、新机制、抓转化、组建地域生产综合体”的总体战略，着眼于培养产业竞争优势，及早延伸产业链，积极培育多元化产业，走可持续发展之路。最后提出建立跨省区开发管理委员会、培育矿业权市场并增加给地方的资源划分、促使企业外部负面效应内部化、建立金融支持体系以及创造良好的制度环境等一系列对策和政策建议。 |

There are many advantages to construct a base of energy and heavy/chemical industries in the contiguous area of Shaanxi-Gansu-Ningxia. On one hand, the area is not only rich in resources, but also rich in resources of bauxite and nonmetal minerals. On the other hand, with the change of supply-demand situation of China in recent years, a heavy task for China's energy industry in the future is to increase the production and supply of the secondary energy with high quality such as electricity, refined oil from coal, etc. Therefore, there is a large market in China for the area to exploit its energy resources and to establish the processing industry on these resources. Although the area has got a primary development in its energy and heavy/chemical industries, there are still many problems, such as the low level of technology, weak ability of competition and the lack of further machining. The article holds that a general strategy should be worked out, which is "large in size, high in technology and new in mechanism to set up a conversional production system and a regional production complex", so as to foster the superiority of industrial competition, to extend the industrial chain as soon as possible, to cultivate the multi-industries positively, and to step on the road of - sustainable development. In order to carry out the strategy, it is necessary to formulate and implement some measures and policies. Firstly, we should found an inter-provincial management committee to get successful development of resources and harmonious development of the region. Secondly, we should build up a market of mining right actively and raise the local portion in resource division. Thirdly, we should attach importance to protect environment, transforming outer negative effect of enterprises into interior. Fourthly, it is significant to establish the supporting system of finance. Finally, the role of the government should be changed so as to offer favorable system surroundings for the base of energy and heavy/chemical industries. |
